UN prepares for production of influenza AH1N1 vaccine as infections rise

6 May 2009The number of influenza A(H1N1) infections continues to climb, the United Nations health agency, which is at the centre of the global response to the outbreak, reported today, as it moves forward with efforts to create a vaccine. As of 15:00 GMT today, 23 countries have reported 1,658 cases of the infection with 30 deaths, with Mexico topping the list with 946 laboratory confirmed human cases, according to the World Health Organization (WHO).WHO Director-General Margaret Chan, along with Secretary-General Ban Ki-moon, has convened a meeting in Geneva on 19 May with the heads of all companies making influenza vaccines to ensure developing countries have fair access to an inoculation against the new flu strain once it is developed.“This will be a high-level discussion with the manufacturers, appealing to corporate responsibility and to working together toward increased equitable access,” said WHO Director of the Initiative for Vaccine Research Marie-Paule Kieny.She added that in the meantime, discussions have already started with individual manufacturers for the UN Children’s Fund (UNICEF) and the Pan American Health Organization (PAHO) agencies to be able to quickly buy vaccines “as they come off the production line” for people in the most affected parts of the developing world.WHO has also recommended that manufacturers have everything in place to start producing a vaccine to fight the new influenza A(H1N1) flu strain, said Ms. Kieny.Next week, WHO is slated to hold a teleconference with its vaccine advisory committee to discuss whether there is enough evidence to recommend that producers “should start large-scale manufacturing of influenza A(H1N1) vaccine.” Ms. Kieny noted that there is not enough evidence to recommend stopping or cutting back production of the seasonal vaccine. “Potentially a recommendation towards stopping production of seasonal vaccine may come in a few weeks if it does. UN refugee agency applauds United Kingdoms efforts to end statelessness

The United Nations refugee agency today welcomed a new determination procedure in the United Kingdom to end legal limbo for stateless people and legalize their presence there. “It is a landmark step,” the Chief Spokesperson for the Office of the UN High Commissioner for Refugees (UNHCR), Melissa Fleming, told journalists in Geneva. The procedure, which came into effect on 6 April, allows stateless people “a route to be formally recognised as stateless persons and to legalize their presence in the UK,” Ms. Fleming added.Around 150 to 200 people each year claim asylum and are recorded as being stateless by the UK Home Office, according to 2011 figures.The new UK policy was created with input from UNHCR, Ms. Fleming said. Introduction and implementation of a fair and efficient procedure to identify stateless people in the UK was one of the key recommendations of a 2011 study carried out by UNHCR and partnering non-governmental organization, Asylum Aid. A key feature of the new procedure is that it assesses if an individual has a nationality elsewhere or if they require protection in the UK.Many stateless people once had a nationality but lost it when the countries they were citizens of ceased to exist, while some have been arbitrarily stripped of their nationality. Others have been without citizenship since birth – for example, in countries where flawed nationality laws mean women are not allowed to pass on nationality to their children, UNHCR has said.The UK has ratified both the 1954 Convention Relating to the Status of Stateless Persons and the 1961 Convention on the Reduction of Statelessness.“The new procedure is also a positive example to other countries that are parties to the 1954 Convention Relating to the Status of Stateless Persons but which have not taken steps to implement the Convention,” Ms. Fleming said. read more

For instance, during his first three NBA seasons, Davis scarcely ever wandered out to the 3-point line — fewer than 1 percent of his field-goal attempts came from beyond the arc those years — but this season 9.2 percent of Davis’s shots have been launched from downtown. He hasn’t been very accurate out there, converting about 32 percent of his 3-point tries (the league average is 35 percent), and it’s an obvious drain on his offensive efficiency when the alternative is making 51 percent of his 2-point attempts (the equivalent of making 34 percent on threes). But the eventual development of a reliable deep jumper would make Davis the most frightful scorer this side of Curry.And many of Davis’s statistical markers are down because he’s being asked to do a little more with a lot less. Before the 2014-15 season, a simple projection of the Pelicans’ roster would have called for their offense to be 0.3 points better than average (per 100 possessions) even if Davis were swapped out for an average player;2With Davis, New Orleans finished 2.6 points above average per 100 possessions. this season, the same process would have predicted an offense 1.3 points below average (again per 100 possessions) without Davis.3With him, the team is 0.6 points below average per 100 possessions. Eric Gordon, Jrue Holiday and Ryan Anderson are a solid (offensive) trio to have on your side, but Davis has also shared the floor often with a steaming pile of Alonzo Gee, Dante Cunningham, Norris Cole and Omer Asik.Downturns in the quality of a player’s teammates aren’t always associated with declines in personal offensive performance, but in Davis’s case, it does help explain some of why his usage rate has risen, his scoring efficiency is down and his turnovers are up. And in addition to Davis’s increased offensive responsibility, New Orleans has focused on getting him more low-post touches; according to Synergy Sports Technology, Davis’s number has been called on the low block about 1.3 more times per game than a year ago, with post-ups now making up over 18 percent of Davis’s total offensive plays. This helps account for why Davis isn’t notching as many helpers (per SportVU data from NBA.com, assists are about 20 percent less common on post touches) and may even explain why his rates of putbacks and other offensive boards are also down. (Anecdotally, Davis spent plenty of time following up on teammate misses last year; that has become less possible this season with the ball in his hands so often.)But what about that defense?With his combination of athleticism, mobility and length — including an albatross-like 7-foot-5.5-inch wingspan — Davis is the prototypical defensive big man for an era that favors speed over mass. It’s hardly unreasonable to expect a player with his off-the-charts attributes to at least anchor a solid defense, and during his first three seasons, Davis was on track to do just that. Over that span, he tied for the seventh-best defensive BPM of any player aged 21 or younger since 1973-74, and his defensive Real Plus-Minus4An even more accurate performance metric than BPM — but only available for recent seasons — that augments box-score stats with play-by-play data to estimate a player’s on-court impact after controlling for the quality of his teammates and opponents. was even better. He was, without question, following the same defensive path laid out by Tim Duncan, Dwight Howard and Kevin Garnett early in their careers.This season, though, Davis hasn’t traced the same trajectory. At age 22, Duncan, Howard and Garnett were averaging a defensive BPM of +3.0,5That is, they were 3 points better than an average player for every 100 possessions they played. and their teams averaged a defensive rating 3.3 points better than the NBA average per 100 possessions. By contrast, Davis’s defensive BPM is only +1.5 — his RPM, at +1.9, isn’t much better — and his Pelicans are carrying a defensive rating 2.5 points worse than the NBA mean.It should not come as a surprise to hear that the rest of the Pelicans roster stinks defensively. The guards are mostly sieves (here’s looking at you, Holiday, Gordon and Norris Cole!), Davis’s frontcourt partner Anderson is one of the league’s worst defensive bigs, and the plodding Asik, the only other Pelican capable of defending the paint, has been hobbled by injuries and is logging only 17 minutes a night in Alvin Gentry’s up-tempo scheme anyway (more on this later). But Davis’s teammates were equally putrid on D last year, and the team’s overall defensive rating has only gotten worse since then.Besides, the whole point of a metric like RPM is to filter out the distorting effects of a player’s teammates using a complex, regression-based methodology to isolate individual performance. And those stats say Davis’s defense is trending in the wrong direction: Among big men with as many minutes as Davis this season, only OKC’s Serge Ibaka has seen a bigger drop in defensive RPM since last season.A redefined defensive roleSo clearly something is off with Davis and the Pelicans’ defense. But at the granular level of simply assigning plays to individual defenders and tracking the efficiency they allow, it’s tough to account for the decline. According to Synergy, the distribution of play types that Davis defends against hasn’t changed much from a year ago. More than two-thirds of his defensive tasks still involve either grappling with pick-and-rolls (he switches to the ballhandler around 70 percent of the time) or closing out on a shooter who has inched away from the paint for a spot-up jumper, and he’s improved against both on a per-play basis. And although his post defense has been slightly less efficient this year, Synergy still classifies it as “average.”In other words, Davis’s individual defensive data points haven’t changed much from last season. But that’s also kind of the point — given the seismic shift that Davis’s defensive role has undergone, his numbers should have changed. In a roundabout way, that they haven’t helps explain why New Orleans’s defense has backslid.Simply put, these aren’t the same Pelicans as last season. Led by Gentry, they’re a much smaller, faster team than they were under Monty Williams in Davis’s first three seasons, and that’s required Davis to log far more time at center than he did a year ago. Back then, Davis spent more than half his minutes sharing the floor with Asik, a highly traditional defensive center who ranked among the league’s better rim protectors. Davis himself was below average by SportVU’s rim protection metrics, but he and Asik clicked as New Orleans’s best defensive combo because each made up for the other’s shortcomings.By contrast, less than a third of Davis’s court time this season has been spent alongside Asik, often leaving Davis as the Pelicans’ sole rim-protecting presence inside. It’s a role in which he’s improving — getting close to average this season, in fact, according to Nylon Calculus’s metrics — but still one to which he’s not fully suited. The situation is made worse, of course, by the fact that nearly half of Davis’s minutes have come manning the 5 alongside a grievous defensive liability like Anderson. As APBRmetricians, we still don’t have great ways to account for these kinds of changes to a player’s role, particularly on defense, where with-or-without-you style plus-minus measures are so central to our method of evaluation.Earlier, I mentioned Duncan and Garnett as prototypes for Davis. But their best defensive teams — Duncan’s Spurs in 2003-04 and Garnett’s 2007-08 Celtics — had them playing power forward alongside lumbering behemoths like Rasho Nesterovic and Kendrick Perkins, much like Davis and Asik a year ago. Those combos worked in a league ruled by size, but they couldn’t be used for more than brief stints against, say, the 2015-16 Warriors. To compete in today’s NBA, Davis doesn’t get the luxury of playing power forward alongside a bulky pivot anymore.Instead, perhaps Howard’s 2008-09 Magic offer a template for the type of team that could eventually thrive around Davis, with a single dominant defensive center surrounded by tons of floor-spacing shooters. (Coincidentally, Anderson bridges the gap between Howard’s Magic and Davis’s Pelicans, having played a sort of Rashard Lewis 2.0 role on Howard’s final Magic squad.) Howard at 22 was much more of a rim protector and one-on-one post defender than Davis is now, so Davis still has a bit of work to do in those areas. But if everything goes right, he could blossom into a more versatile offensive player than Howard with a similar level of defensive impact.To do that, though, Davis first has to ride out the growing pains of this season. And if his game successfully adapts, Davis could find himself in the finals limelight like Curry and James sooner than we might think. Biggest single-season drops in Box Plus/Minus Even as Stephen Curry and LeBron James were dueling under the bright lights of the NBA Finals last season, the league’s collective presumption was that both would soon have to make room for Anthony Davis as the face of the NBA’s future. But by the time the postseason rolls around this year, almost certainly without Davis and his New Orleans Pelicans in it, that presumption may be due for a re-examination — and not just because Curry has only gotten more superlative since June.Davis has stalled out this season. The Pelicans are significantly worse than they were a year ago, and Davis’s own numbers have endured a major setback. Geno Smith looks as though he’s getting accustomed to being at the helm of the New York Jets football team.On Monday night, the rookie quarterback led the Jets to a 30-28 victory over the Atlanta Falcons. He threw three touchdown passes and marched New York down the field on a clutch drive that allowed Nick Folk to kick a winning field goal on the final play of the game.With less than two minutes left to play, the Falcons were ahead 28-27. Smith responded by showing poise, completing four straight passes and an 8-yard run that set up Folk’s 43-yard field goal as the game ended.This is a great performance from Smith. Synchronized swimming team wins US Senior National Championships

The Ohio State synchronized swimming team won the U.S. Senior National Championships Saturday in Columbus. The win, which comes almost a month after the team’s victory at the U.S. Collegiate National Championships, leaves the Buckeyes with an unblemished record. Freshman Yuliya Maryanko won a gold medal in the solo synchronized swimming event and shared another gold medal with senior teammate Michelle Theriault for their performance in duet competition. The Scarlet team took first in the overall team competition. “I’m really pleased to finish the season this way,” coach Linda Lichter-Witter said. “It was really wonderful.” Meghan Kinney attended Saturday’s meet. Kinney was a member of the OSU synchronized swimming team and U.S. National team until she was diagnosed with bone cancer in October 2010. “It’s kind of bittersweet because I wish I was in there swimming,” Kinney said. “But it’s still really fun to still be so much a part of … Ohio State synchro.” Team Meghan, a group made up of OSU men’s and women’s swimmers, was handing out wristbands and asking for donations to help Kinney’s family. “We’re trying to raise some money so her family can get through it a little easier,” said Bobby Jenrow, a member of the men’s swimming and diving team. Kinney said the support she has received has been uplifting. “It’s amazing. Big day for Sparrow mail app free and Leopard versions available now

first_imgEarlier this month when we reviewed the new Sparrow email client for OS X, reviewer John Brownlee had a lot of good things to say about it. Since then Sparrow has turned out to be a hot new app, apparently finding a niche as an email client for the Twitter generation.At $10 it’s hard to complain about the price of Sparrow, especially considering how much time most people spend in their inbox. Regardless, no one likes to drop $10 with trying out the goods first, so Sparrow is now available in a Lite verion (App Store link). The free Lite version only works with a single Gmail account (as opposed to multiple), it has built-in advertising, and all your emails will include the signature “Sent with Sparrow”. Those restrictions probably mean you won’t be able to use it as your full-time mail client (at least not for work) but it’ll be more than fine for an extended trial.The other big new from the Sparrow team is that a version has been made available for OS X Leopard (10.5). The original App Store version only works with Snow Leopard (10.6) but release this will make the client available to all those people that have neglected to upgrade their OS.The Lite version for Leopard is available here, after which you can upgrade for $10. It is a federal excise tax credit that amounts to one penny per percentage point of biodiesel blended with petroleum diesel. The tax incentive will be available to diesel excise taxpayers and other fuel distributors who purchase biodiesel and blend it into diesel fuel. The incentives are intended to reduce the cost of biodiesel to the end consumer in both taxable and tax exempt markets.Biodiesel is a cleaner burning alternative to petroleum-based diesel, made from domestically produced resources such as soybeans that are grown in the United States. It works in any diesel engine with few or no modifications. Biodiesel can be used in its pure form (B100), or blended with petroleum diesel at any level—most commonly 20 percent (B20). More than 400 major fleets use biodiesel commercially nationwide. More than 200 retail filling stations also make biodiesel available to the public, and more than a thousand petroleum distributors carry it nationwide.Biodiesel has the highest energy balance of any fuel. A U.S. Department of Energy and U.S. Department of Agriculture full lifecycle emissions study found that for every unit of fossil energy needed to make biodiesel, 3.2 units of energy are gained. In contrast, for every unit of fossil resources to produce petroleum diesel, only .88 units of energy are gained.Biodiesel offers similar fuel economy, horsepower and torque to petroleum diesel while providing superior lubricity. It is nontoxic and biodegradable, and significantly reduces emissions of carbon monoxide, particulate matter, unburned hydrocarbons, aromatics and sulfates. They are the largest source of greenhouse gases in the U.S., accounting for about a third of the annual emissions that make the U.S. the second-largest contributor to global warming on the planet. The Environmental Protection Agency regulation is a centerpiece of President Barack Obama’s plans to reduce the pollution linked to global warming, a step that the administration hopes will get other countries to act when negotiations on a new international treaty resume next year. Despite concluding in 2009 that greenhouse gases endanger human health and welfare, a finding that triggered their regulation under the 1970 Clean Air Act, it has taken years for the administration to take on the nation’s fleet of power plants. The forum, “1968-2018: Small Businesses of Historic Deanwood-A Look Back,” was designed to remember the businesses that operated before and after the riots that occurred after the April 4, 1968 assassination of Dr. Martin Luther King Jr.Alice Chandler, a lifelong Deanwood resident and a humanities scholar, said Deanwood was largely spared during the 1968 riots unlike 14th Street, N.W.; U Street, N.W.; and H Street, N.E.Deanwood is a historic Black community in Far Northeast Washington. (Courtesy photo)“None of our businesses were torn up,” Chandler told the AFRO, “because Deanwood at that time was a community and had small businesses that were self-contained.”Deanwood has been a predominantly Black neighborhood since the late 19th century. Before the civil rights movement, Blacks found it easy to move to Deanwood because there were no racial covenants and there was a welcoming community that had schools, barbershops, grocery stores, theaters and entertainment spot.However, since 2011, Deanwood has been spotlighted on the national radar as a neighborhood ripe for gentrification. Earlier this year, Redfin, a national real estate publication, named Deanwood as “one of the 10 hottest neighborhoods” in the country.There was an extensive discussion about businesses such as Cobb’s Bakery that is now Nook’s Barber Shop that has been the scene of police-resident unrest recently and the Division Drug stores that served people in the neighborhood. It was noted that there are no book stores in Deanwood but once there was Battle’s Bookstore. “Battle’s Bookstore was a good place to go get your choir robes as well as Christian books,” Chandler said. Battle’s has been shuttered for years.Many residents repaired their homes with materials from Jimmie’s Hardware and there was even a motel on Division Avenue near The Strand Theater. One of Deanwood’s most beloved entrepreneurs was Nathaniel Mathis, a barber who still practices and was active in 1968. “I enjoy cutting people’s hair and had a great business in Deanwood then,” he said. “Magic happened here in Deanwood and anyone who wanted to make it, could do so.”While the event participants celebrated the past, they were clearly aware of the future of Deanwood. “This was a lovely place to live,” Roceal Duke said. “There are efforts to bring affordable housing to Deanwood, but my question is affordable for whom. Deanwood doesn’t have to look like Georgetown.”Anthony Bolling is a successful real estate professional in the District and grew up in Deanwood. Bolling told the AFRO that Deanwood shouldn’t change its character as new people and developments come in. “I grew up in an insulated community and I liked that,” Bolling said. “We need to keep that small-town feel that Deanwood has.
